You can’t fulfill your threat before the opposing party did what you don’t want them to do. If you fulfill your threat before that, the opposing party doesn’t have a reason to avoid doing whatever you want them not to do.
Don’t get me wrong. I think these oligarchs should’ve been sanctioned into bankruptcy a long time ago. Just pointing out that sanctions don’t work like this, if you want to use them as a threat.
